On a waiting list for spinal fusion. Every day...

I have severe scoliosis and am on a waiting list for spinal fusion. Every day I suffer from back spasms, immense pain and difficulties breathing, but because I am not an "emergency" I am pushed to the bottom of the list. As of right now the nurse tells me I am in the bottom half of the wait list. I have been on this surgical wait list for almost two years in September. It has been three years since I sent in the referral to see the neurosurgeon. I have put my life on hold for the past three years for nothing. If it continues this slowly I will be lucky if I get a surgery date before 2022. How is this acceptable?
